this forum as a BRIC summit of supporting activities on food security, the financial crisis, urban development and low carbon, energy strategy, cultural exchange and other issues exchange experiences and share results. Forum through the exchange of the discussion, jointly issued the “Declaration of Cooperation.”
“Declaration of Cooperation,” pointed out that “the future, shared prosperity, the development of sister cities to promote cooperation” as the theme of the forum will strengthen the province of state and local dialogue and cooperation, including infrastructure, community development, living environment, green economy, education, communication, cultural exchange and friendly city, and technology transfer (R & D investment). Forum will be how to deal with the challenges of urbanization with special attention to enhance collaboration, share experiences and success stories.
this forum to discuss and launch the “BRIC friendly city-cum-local government cooperation forum” mechanism. Participants on behalf of that meeting to discuss issues of concern to all parties more successful, will discuss and summarize the findings and practice. The forum for the BRIC countries, the friendship cities and local governments to pass on to jointly cope with the many challenges of urban development provides a good platform. The parties will continue to strengthen international friendship cities and local governments in the economic, financial and development areas of dialogue, deepen cooperation in finance, technology, agriculture, environmental protection, cultural exchanges and cooperation in the fields, tap potential for cooperation.
in accordance with the provisions of each meeting of leaders of the BRIC countries hold the rotating “BRIC friendly city-cum-Local Government Cooperation Forum” and the second session of the “BRIC friendly city-cum-local government Cooperation Forum “will be held in India.

I wish to thank the Chinese people for organizing the BRICS Local Government Cooperating Forum that took place in Sanya , Hainan Province . To me as the Executive Mayor of Nelson Mandela Metropole Municipality based in the Eastern Cape Province , South Africa , this was the most exciting moment , creating a new political platform to deal with matters of mutual cooperation for common development in the context BRICS multi lateral agreement signed by our national leaders .
I would really urge the sister municipalities / developmental institutions to feel free to contact my municipality especially on matters of related to Urban Planning, Infrastructural Development , Recycling of waste , poverty eradication , science and technology , and lastly exchange programmes on young people and entrepreneurs in the context of sharing lessons and experiences including identifying strategic new areas for cooperation .
